Deprecation of Support for Ubuntu 16.04

Hi,
We plan to drop support for Ubuntu 16.04 after Dec 2020. Partners using Ubuntu 16.04 should plan on upgrading to Ubuntu 18.04 or Ubuntu 20.04(being targeted for v0.14 release).
